Government policy with no legislation yet, or legislation without a final rate. Plan for these; do not bank them.

annual review Annual review

No single event, but a review on a fixed date that has never been skipped. The date is certain and the number is not.

What belongs in here

A change qualifies if it has a date, a published rate or a published method, and it moves a number a business already tracks. A consultation does not qualify. A discussion document does not qualify. Something with a date and no rate does, and gets modelled as a range whose width is the width of what has not been decided.
